In Zambia, FZS operates through the North Luangwa Conservation Programme (NLCP), supporting protected area management and community‑based natural resource management. Under the EU Nature Africa funded Connecting Livelihoods and Landscape (CoLiLa) Project, FZS is expanding its work within the Malawi–Zambia Transfrontier Conservation Area (MAZA TFCA), focusing on biodiversity conservation, inclusive livelihoods, and strengthened governance.
Background
Nyika Zambia National Park (NZNP) and Musalangu Game Management Area (GMA) are key conservation areas within the Muchinga and North Luangwa landscape. Nyika Zambia National Park is a gazetted National Park managed by the Department of National Parks and Wildlife (DNPW), while Musalangu GMA is a designated multiple‑use area where biodiversity conservation is pursued alongside sustainable community use through co‑management arrangements.
To strengthen management effectiveness, governance, and planning across both sites, Integrated Management Effectiveness Tool (IMET) assessments will be conducted to establish robust baselines that inform adaptive management, planning, and EU donor reporting requirements.

Purpose and Objectives
Overall Objective
To assess the current management effectiveness of Nyika Zambia National Park and Musalangu Game Management Area using the IMET framework and establish robust baselines to inform planning, resourcing, and adaptive management.Specific Objectives
- Assess the management context, governance, planning, and operational capacity of both sites
- Evaluate threats, pressures, and conservation outcomes affecting the protected area and GMA
- Identify strengths, weaknesses, risks, and priority management actions
- Generate agreed IMET baselines consistent with EU donor reporting requirements
- Build understanding, ownership, and practical use of IMET among park and GMA management teams and key stakeholders

Duration and Timing
Each IMET assessment will be conducted over 2–3 consecutive days per site. The assessments are tentatively scheduled for the week of 12th July 2026, subject to procurement and logistical arrangements.

Ethical and Quality Considerations
All information will be treated confidentially and used solely for management and reporting purposes. The assessment will be conducted in a transparent, participatory, and evidence-based manner.
The consultant will undertake, but not be limited to, the following activities:
- Preparation Phase
- Review relevant background documentation, including management plans, annual workplans, patrol and law‑enforcement data, biodiversity information, and previous assessments
- Coordinate with site management and partners to confirm workshop participants, logistics, and expectations
- IMET Workshops
- Facilitate participatory IMET assessment workshops for Nyika Zambia National Park and Musalangu GMA
- Guide participants through all IMET modules in line with BIOPAMA guidelines
- Ensure scoring is evidence‑based, transparent, and clearly documented
- Analysis and Reporting
- Consolidate IMET scores, justifications, and supporting evidence
- Identify key findings, priority threats, gaps, and recommended management actions
- Produce site‑specific IMET reports and completed IMET databases
Methodology

- Structured group discussions and consensus‑building
- Use of available quantitative and qualitative data
- Alignment with recognised regional and international IMET guidelines

- Action‑oriented recommendations for planning and implementation
